The massive increase in small refinery exemptions under the RFS has eroded demand for ethanol and forced numerous plants to idle or shut down, according to testimony today by Renewable Fuels Association President and CEO Geoff Cooper before the House Energy and Commerce Committee’s Subcommittee on Environment & Climate Change.
